{"id":29369,"date":"2017-05-21T09:00:25","date_gmt":"2017-05-21T12:00:25","guid":{"rendered":"http:\/\/patagoniambiental.com.ar\/info\/?p=29369"},"modified":"2017-05-20T19:00:42","modified_gmt":"2017-05-20T22:00:42","slug":"destacan-en-invap-las-grandes-ventajas-de-las-dos-nuevas-centrales-nucleares","status":"publish","type":"post","link":"https:\/\/patagoniambiental.com.ar\/info\/destacan-en-invap-las-grandes-ventajas-de-las-dos-nuevas-centrales-nucleares\/","title":{"rendered":"Destacan en Invap las \u00abgrandes ventajas\u00bb de las dos nuevas centrales nucleares"},"content":{"rendered":"<div class=\"wrapper-editable-content\">\n<div class=\"editable-content clearfix\">El CEO y gerente general de Invap, H\u00e9ctor Otheguy, y Ver\u00f3nica Garea, ingeniera de la empresa especializada en Seguridad Nuclear, destacaron las \u00abgrandes ventajas\u00bb econ\u00f3micas, ambientales y laborales, para el pa\u00eds y R\u00edo Negro, que traer\u00e1 la construcci\u00f3n de dos nuevas centrales nucleoel\u00e9ctricas, una de las cuales estar\u00e1 en la provincia patag\u00f3nica.<\/p>\n<p>Se trata del convenio firmado por el presidente Mauricio Macri en China con la empresa National Nuclear Corporation (CNNC), que financiar\u00e1 la cuarta central nuclear en el predio de Atucha I y Atucha II, en Lima, provincia de Buenos Aires, y la quinta en un lugar a determinar de R\u00edo Negro, cuya evaluaci\u00f3n de emplazamiento est\u00e1 en manos de Invap y estar\u00e1 definido a fin de a\u00f1o.<\/p>\n<p>Hoy el pa\u00eds cuenta con las centrales Atucha I y Atucha II, y Embalse (en C\u00f3rdoba), que aportan al pa\u00eds alrededor del 6% de la energ\u00eda que se consume.<\/p>\n<p>Cuando las dos nuevas centrales est\u00e9n operando, el aporte se elevar\u00e1 al 10%, un nivel cercano al promedio mundial de esta generaci\u00f3n, basado en 447 reactores de potencia, que principalmente est\u00e1n ubicados en Estados Unidos, Francia y China.<\/p>\n<p>\u00abEl anuncio del presidente Macri es muy importante para el pa\u00eds y sus necesidades de energ\u00eda; para R\u00edo Negro por la inversi\u00f3n que recibir\u00e1, cercana a los US$ 8.000 millones, y los 4.000 puestos de trabajo necesarios para la construcci\u00f3n, y para Invap, que adem\u00e1s de este relevamiento territorial participar\u00e1 en tareas de ingenier\u00eda y dise\u00f1o de la central\u00bb, afirm\u00f3 Otheguy a T\u00e9lam.<\/p>\n<p>Dijo que esta central tendr\u00e1 una potencia de 1.150 megavatios (MW) y ser\u00e1 la primera del pa\u00eds que funcionar\u00e1 con uranio enriquecido y agua liviana, estandarizada tecnol\u00f3gicamente con las de vanguardia en el mundo y que permite una generaci\u00f3n m\u00e1s potente.<\/p>\n<p>Agreg\u00f3 que en el caso de Atucha III, se trata de una central que ser\u00e1 del tipo Cand\u00fa, de origen canadiense, funcionar\u00e1 con uranio natural y agua pesada, y generar\u00e1 750MW; demandando una inversi\u00f3n menor, de alrededor de US$ 4.500 millones.<\/p>\n<p>Ambos directivos estimaron que la primera central ser\u00e1 Atucha III, cuyo proyecto comenzar\u00e1 en enero de 2018, luego la obra y podr\u00e1 comenzar a generar entre cuatro y cinco a\u00f1os despu\u00e9s. Y la de R\u00edo Negro, tiene previsto el inicio del proyecto en 2020, para inaugurarse alrededor de 2025.<\/p>\n<p>El cient\u00edfico y directivo destac\u00f3 tambi\u00e9n que el proyecto permitir\u00e1 reemplazar parte de la generaci\u00f3n t\u00e9rmica, que usa combustibles f\u00f3siles, disminuyendo la contaminaci\u00f3n ambiental y gastando menos divisas, por la menor importaci\u00f3n de petr\u00f3leo.<\/p>\n<p>Garea explic\u00f3 que actualmente Invap avanza con la exploraci\u00f3n del territorio rionegrino en busca de posibles lugares de emplazamiento de la quinta central que, en particular, no deben ser lugares s\u00edsmicos; deben estar cerca de una fuente de agua y de redes de distribuci\u00f3n el\u00e9ctrica, aunque a distancia de zonas pobladas, y se deben contemplaar muchos otros aspectos t\u00e9cnicos.<\/p>\n<p>La experta agreg\u00f3 que estos son los pasos habituales de selecci\u00f3n de un lugar: luego de la elecci\u00f3n de 7 u 8 posibles, se avanza hasta reducirlos probablemente a 2.<\/p>\n<p>Luego sigue el tr\u00e1mite de aprobaci\u00f3n de la Autoridad Regulatoria Nuclear, tras lo que la selecci\u00f3n llega a la \u00abdue\u00f1a\u00bb del proyecto y futura operadora de la central, Nucleoel\u00e9ctrica Argentina Sociedad An\u00f3nima (NASA).<\/p>\n<p>Otra de las virtudes que se\u00f1al\u00f3 Otheguy fue la ingenier\u00eda financiera acordada por Macri en China, seg\u00fan la que la propia empresa CNNC aporta todo el financiamiento, con un plazo de gracia que se extiende hasta el inicio de la operaci\u00f3n de la central y un inter\u00e9s muy favorable, lo que permitir\u00e1 pagar la primera cuota reci\u00e9n cuando comience a facturar.<\/p>\n<p>Tambi\u00e9n destac\u00f3 que las centrales nucleares tienen una generaci\u00f3n llamada \u00abde base\u00bb, que entregan un nivel parejo de energ\u00eda sin parar las 24 horas los 365 d\u00edas del a\u00f1o, y s\u00f3lo se detienen para un mantenimiento y revisi\u00f3n cada varios a\u00f1os.<\/p>\n<p>Esto importa una ventaja importante frente a otras energ\u00edas, como la hidroel\u00e9ctrica, que tiene picos y bajas de entrega, en funci\u00f3n de regulaci\u00f3n de caudales, climas o necesidades de abastecimiento o regulaci\u00f3n de niveles de aguas en r\u00edos.<\/p>\n<p>\u00abDe todos modos, todas las energ\u00edas son complementarias. El pa\u00eds necesita una matriz energ\u00e9tica diversificada, y lo ideal es ir reduciendo el uso de combustibles f\u00f3siles, por contaminantes, y porque se trata de un recurso escaso. Y siempre avanzar con energ\u00edas como la e\u00f3lica, en la que Invap trabaja fuerte, solar, maeromotriz e hidrocin\u00e9tica\u00bb, afirm\u00f3 Otheguy.<\/p><\/div>\n<\/div>\n<div
