Es la tercera central nuclear en funcionamiento y ya se trabaja en la cuarta, Atucha III.<!--more--><\/p>\n<p style=\"text-align: justify;\">La Autoridad Regulatoria Nuclear autoriz\u00f3 a elevar la potencia de la Central Nuclear Atucha II al ciento por ciento de su capacidad, a partir de febrero. De esta manera ser\u00e1n incorporados al sistema interconectado 745 megavatios para abastecer a tres millones de argentinos. \u201cEste hito es el punto c\u00falmine de la puesta en marcha de la central, cuyo reactor se puso por primera vez a nivel cr\u00edtico el 3 de junio de 2014. Luego, continuaron pruebas a distintos niveles de potencia para verificar el comportamiento de los sistemas\u201d, precis\u00f3 el Ministerio de Planificaci\u00f3n a trav\u00e9s de un comunicado. La operaci\u00f3n est\u00e1 a cargo de la empresa Nucleoel\u00e9ctrica Argentina (NASA).<\/p>\n<p style=\"text-align: justify;\">La planta est\u00e1 ubicada sobre la margen derecha del R\u00edo Paran\u00e1, en la localidad de Lima, partido bonaerense de Z\u00e1rate, 100 kil\u00f3metros al norte de la Ciudad de Buenos Aires. En este emplazamiento se encuentra tambi\u00e9n la Central Nuclear Atucha I Presidente Juan Domingo Per\u00f3n, de 362 megavatios, operada tambi\u00e9n por Nucleoel\u00e9ctrica Argentina, que tiene a su cargo a la vez la operaci\u00f3n de la Central Nuclear Embalse y el desarrollo de una cuarta central.<\/p>\n<p style=\"text-align: justify;\">Los \u00faltimos ensayos de puesta a punto comenzaron el pasado 25 de octubre, cuando se alcanz\u00f3 el 75 por ciento de la potencia total. Luego de las pruebas aplicadas y del parate t\u00e9cnico entre el 7 y el 12 de enero de este a\u00f1o, se alcanz\u00f3 una capacidad del 90 por ciento y en las pr\u00f3ximas semanas se llegar\u00e1 al m\u00e1ximo.<\/p>\n<p style=\"text-align: justify;\">La totalidad de la potencia de Atucha II equivale aproximadamente al 5 por ciento de la demanda nacional de energ\u00eda el\u00e9ctrica, al 12 por ciento de la demanda de energ\u00eda del Area Metropolitana de Buenos Aires y al 40 por ciento de la energ\u00eda consumida por la provincia de Buenos Aires, excluido el conurbano bonaerense. Adem\u00e1s, podr\u00e1 sustituir anualmente la importaci\u00f3n de 1200 millones de metros c\u00fabicos de gas natural y evitar la emisi\u00f3n a la atm\u00f3sfera de 3,5 millones de toneladas de di\u00f3xido de carbono.<\/p>\n<p style=\"text-align: justify;\">El contrato para la construcci\u00f3n de Atucha II se firm\u00f3 en mayo de 1980. La obra deb\u00eda terminar en 1987, pero durante el transcurso de esa d\u00e9cada la energ\u00eda nuclear fue dejada de lado y el proyecto se retras\u00f3. En la d\u00e9cada del \u201990, la actividad ingres\u00f3 en una etapa a\u00fan m\u00e1s cr\u00edtica, cuando el entonces presidente Carlos Menem redujo dr\u00e1sticamente el presupuesto de la Comisi\u00f3n Nacional de Energ\u00eda At\u00f3mica, mientras intentaba privatizar las centrales existentes. La construcci\u00f3n de Atucha II qued\u00f3 interrumpida en 1994 y reci\u00e9n se retom\u00f3 en octubre de 2006, ya como parte del Plan Nuclear Argentino, que lanz\u00f3 el gobierno de N\u00e9stor Kirchner.<\/p>\n<p style=\"text-align: justify;\">Ya casi con la puesta a punto de Atucha II, rebautizada Central N\u00e9stor Kirchner, el gobierno nacional encar\u00f3 la proyecci\u00f3n de la tercera Atucha. En diciembre de 2009, el Congreso declar\u00f3 de inter\u00e9s nacional a trav\u00e9s de la Ley 26.566 la construcci\u00f3n de una nueva central nuclear, pero diversas demoras llevaron a que reci\u00e9n a comienzos de septiembre se cerrara un acuerdo comercial con la china CNNC, que permitir\u00e1 financiar la obra. El paso previo fue la firma de un convenio de cooperaci\u00f3n nuclear bilateral en julio de 2014, durante la visita del presidente chino, Xi Jinping, a Buenos Aires.<\/p>\n<p style=\"text-align: justify;\">El reactor Atucha III ser\u00e1 de uranio natural y agua pesada, para aprovechar la experiencia y los recursos que el pa\u00eds tiene en esa \u00e1rea. De hecho, Argentina tiene una planta de agua pesada en Neuqu\u00e9n y, si bien por ahora importa el uranio, controla el proceso de fabricaci\u00f3n de los elementos combustibles. Adem\u00e1s, varios componentes de la central podr\u00edan fabricarse localmente.<\/p>\n<p style=\"text-align: justify;\">Por otro lado, Argentina fue reelegida al frente del grupo de pa\u00edses proveedores nucleares por el per\u00edodo 2015-2016. La organizaci\u00f3n vincula a 48 pa\u00edses que operan tecnolog\u00edas y equipos de estas caracter\u00edsticas, con capacidad de exportar o transferirse a otras naciones, siempre con usos
