{"id":76992,"date":"2023-03-09T19:00:00","date_gmt":"2023-03-09T22:00:00","guid":{"rendered":"http:\/\/patagoniambiental.com.ar\/info\/?p=76992"},"modified":"2024-08-18T23:08:49","modified_gmt":"2024-08-19T02:08:49","slug":"geopolitica-china-y-el-corredor-bioceanico-norpatagonico","status":"publish","type":"post","link":"https:\/\/patagoniambiental.com.ar\/info\/geopolitica-china-y-el-corredor-bioceanico-norpatagonico\/","title":{"rendered":"Geopol\u00edtica China y el Corredor Bioceanico Norpatagonico"},"content":{"rendered":"\n<!--more-->\n\n\n\n<p>Por Andr\u00e9s Nievas.-El 18 de julio de 2021 afirmabamos en el an\u00e1lisis titulado \u201c\u00bfQue debe hacer China y Rusia con el Canal de Nicaragua?\u201d que China para controlar el comercio mundial deb\u00eda apuntar a tres cosas:<\/p>\n\n\n\n<p>a) financiar la apertura de nuevos canales interoceanicos como el de Nicaragua que competir\u00e1 con el de Panam\u00e1, controlado por EE.UU.<\/p>\n\n\n\n<p>b) financiar obras dentro de los corredores bioceanicos en Sudam\u00e9rica.<\/p>\n\n\n\n<p>c) controlar puertos. Ya lo hace en gran parte de sudamerica, asia y Europa. En Rio negro tuvo en el 2015 su ultimo intento de hacer pie en el Puerto de SAE para financiar la construccion de una terminal atraves de una empresa privada.<\/p>\n\n\n\n<p>Confirmando nuestro an\u00e1lisis, el 11 de julio de 2022, casi un a\u00f1o despu\u00e9s, el Gobierno Nacional anunciaba<a href=\"#sdendnote1sym\"><sup>i<\/sup><\/a> la aprobaci\u00f3n del proyecto de rehabilitaci\u00f3n del Corredor Bioceanico Norpatagonico mediante la Resoluci\u00f3n 408\/2022. (vaca Muerta Ruta 22, Puerto bahia Blanca) El mismo, autoriza la construcci\u00f3n, renovaci\u00f3n, mejoramiento y mantenimiento de la infraestructura ferroviaria correspondiente al tramo comprendido entre Bah\u00eda Blanca y A\u00f1elo en Neuqu\u00e9n del Ferrocarril General Roca.<\/p>\n\n\n\n<p>Las obras, cuya realizaci\u00f3n se encuentra a cargo de Trenes Argentinos Infraestructura, implican una inversi\u00f3n de m\u00e1s de U$D 900 millones, proveniente de financiamiento a trav\u00e9s de la empresa china CMEC (China Machinery Engineering Corporation), financiamiento privado y p\u00fablico. <strong>La rehabilitaci\u00f3n del Corredor Norpatag\u00f3nico incluye:<\/strong><br>&#8211; V\u00eda nueva entre Cinco Saltos (cercano a C. Cordero) y A\u00f1elo.<br>&#8211; Intervenci\u00f3n de V\u00eda Existente Cerri \u2013 Cipolletti \u2013 Cinco Saltos.<br>&#8211; Ejecuci\u00f3n de nueva v\u00eda de acceso al puerto Empalme Aguar\u00e1\u2013Galv\u00e1n.<br>&#8211; Acceso a puerto Galv\u00e1n de Bah\u00eda Blanca.<br>&#8211; Playas de maniobra en las terminales.<br>&#8211; Construcci\u00f3n de desv\u00edos de cruce.<br>&#8211; Ejecuci\u00f3n de nuevo sistema de se\u00f1alamiento y comunicaci\u00f3n.<br>&#8211; Intervenci\u00f3n de todas las obras de arte.<br>&#8211; Ejecuci\u00f3n de pasos a nivel y barreras autom\u00e1ticas.<br>&#8211; Construcci\u00f3n de cerramientos aumentando la seguridad.<\/p>\n\n\n\n<p>Nos cortan el territorio por la mitad para integrar mercados asiaticos, algunos lcoales y europeos en lugar de hacer la verdadera integracion de argentina con sudamerica a traves de la ruta nacional 40, columna vertebral para integrarnos para todo tipo de actividades entre nosotros.<\/p>\n\n\n\n<p>Ante semejante anuncio vino la reacci\u00f3n de algunos actores de la zona de influencia del CBN y del proyecto en si como algunos intendentes del Alto valle que sostienen que la circulaci\u00f3n de los trenes les cortara las ciudades por la mitad. Por supuesto que eso tiene soluci\u00f3n construyendo pasos bajo nivel o sobre nivel por lo cual constituye una especie de pantalla para tapar el trasfondo de que China no se meta a\u00fan mas como competidor a futuro en el eje vaca Muerta, ruta 22, Puerto Bah\u00eda Blanca (de gran inter\u00e9s para la salida de productos hacia china)<a href=\"#sdfootnote1sym\"><sup>1<\/sup><\/a> de intereses brit\u00e1nicos y norteamericanos. Los intendentes del alto valle defienden ese eje y que estan haciendo en realidad declarando lo que declaran es que el proyecto no cuente con licencia social. Ahora bien \u00bfque le interesa a China en realidad? Sumar Puertos de la norpatagonia a la red de puertos que ya controla para profundizar el control del comercio maritimo mundial y alimentar a su creciente poblacion. Parte de su poder esta basado en su poblacion. El estudio, la financiacion y construccion de v\u00edas y playas de descargas les permite hacer pie y acercarse como ya lo intento antes en el 2015 en el Puerto de Sae pero ya sabemos que alli mandan los intereses del Alto Valle en desmedro del propio puerto de Sae. \u00bftendra obstaculos China en este nuevo proyecto? Si, en primer lugar los intendentes que buscan la desaprobacion del mismo por parte de sus ciudadanos y que buscaran realizar audiencias publicas y marchas. En definitiva el Eje Sur de IIRSA se convierte en campo de batalla de intereses geopoliticos Chinos contra britanicos y de EEUU.<\/p>\n\n\n\n<p>Fuente:
